Dr. Sanjeev Seth

Managing Director

Dr. Sanjeev Seth is the Managing Director and Board Member of IL&FS Tamil Nadu Power Company Limited and its five subsidiary companies in Singapore and Indonesia for its Power generation, captive port and Mining businesses.

He is also member of Audit Committee .Besides being Chartered Engineer , He is an alumnus of NIT, Jaipur & IIM, Ahmedabad and holds honorary Doctorate in Business Management from Thames International University, Paris, France . He is also Co Chairman of National Council of Power at ASSOCHAM (Associated Chambers of Commerce and Industry).He was also conferred distinguished Alumnus Award from his Alma mater ,NIT, Jaipur during the year 2023.

Dr. Sanjeev Seth is a Techno-Commercial Management Professional with 35 years of Experience in diversified industries with Indian & Multinational Organisations e.g. India Power Corporation Limited erstwhile DPSC Limited, Reliance Infrastructure( BSES, Delhi), Cincinnati Milacron Inc.US, Usha Telehoist Ltd & ECE Industries Ltd. Prior to joining ITPCL, Chennai in Jan’21, he was steering India Power Corporation Limited(erstwhile DPSC Limited) – one of oldest (100 plus years) listed power utility as Chief Executive Officer ,before that was leading power distribution business for one of Delhi DISCOM and have been part of successful power distribution reform process.

He has been driving strategic initiatives and operational excellence and has proven record of turning around organisational results ,introducing new products, Top & Bottom line Growth, Market Share improvements etc for the diversified business organisations he has been associated with. He has steered successfully PPP, Franchisees and Parallel Licensee power distribution business models , Smart technology and digital interventions .

Mr. NAND KISHORE

Nominee Director

Mr. NAND KISHORE, Managing Director of the Company, is a 1981 batch officer of Indian Audit and Account Service. He retired as Deputy Comptroller and Auditor General (Dy. CAG) in the rank and pay of Secretary to Government of India. As Dy. CAG he looked after audit of Defence, Railways and Communications ministries of Government of India including their departments and public sector units.

Mr. Kishore holds a Bachelor of Engineering (Electrical) degree from University of Roorkee (now IIT Roorkee) and is also a Certified Internal Auditor from The Institute of Internal Auditors, Florida, USA.

Mr. Kishore was appointed as Director by the Government of India on the newly constituted Board of the Company w.e.f. October 1, 2018 and was the Executive Director from December 21, 2020. He was appointed as Managing Director on September 27, 2022. Mr. Kishore is also the Chairman of the Audit Committee of the Company.

Ms. Vini Mahajan

Nominee Director

Ms. Vini Mahajan, appointed as a Nominee Director on the Board of IL&FS Tamil Nadu Power Company Limited from February 17, 2026, is also a Non-Executive Director on the Board of IL&FS from May 23, 2025.

She a retired Indian Administrative Service (IAS) officer of the 1987 batch from the Punjab cadre. She served in the civil services until her retirement in October 2024. Her last assignment was as Secretary in the Ministry of Jal Shakti, Department of Drinking Water and Sanitation, Government of India, a position she held from January 2022 until her retirement. In this role, she was responsible for overseeing two of the Government’s flagship programmes – the Jal Jeevan Mission and the Swachh Bharat Mission (Grameen).

Prior to her tenure in the central government, Ms. Mahajan served as the Chief Secretary of Punjab, becoming the first woman to hold this position in the state’s history. Over the course of her career in Punjab, she led several important departments, including Housing & Urban Development, Revenue, Industries & Commerce, Information Technology and Investment Promotion, Finance, and Health. She also played a leading role in managing the state’s response to the COVID-19 pandemic.

At the national level, Ms. Mahajan served as Director and then Joint Secretary to the Prime Minister of India from 2005 to 2012, where she was responsible for handling financial and infrastructure sector matters. She was a key member of the team that crafted India’s response to the global financial crisis of 2008–09. Earlier, from 2004 to 2005, she served as Director in the Department of Economic Affairs in the Ministry of Finance, Government of India.

Ms. Mahajan holds an MBA from the Indian Institute of Management (IIM) Calcutta, where she was placed on the Roll of Honour, and a B.A. (Honours) in Economics from Lady Shri Ram College, Delhi University. She is a recipient of several academic awards, including the National Talent Search Scholarship, and was selected as a Hubert H. Humphrey Fellow for the year 2000–2001, during which she was based at American University in Washington, D.C.

Mr. BIBHUDUTTA BISWAL

Nominee Director

Mr Biswal has over 30 years of experience in Indian power sector and is currently working as CEO of IL&FS Energy Development Company Ltd.

Prior to this, he was CEO of Saurya Urja Company of Rajasthan Ltd (SUCRL), a 50:50 JV of IL&FS Energy Development Company Ltd and Govt of Rajasthan since August 2022. SUCRL is managing operation and maintenance in its 1000 MW Solar Park in Rajasthan since 2019-20.

Mr Biswal led the development of the 1000 MW Solar Park project starting from MNRE approval, State Govt approval for 2500 Ha of land, Power Evacuation approval from State & Central Utility, co-ordinating with SECI for selection of solar project developers till commissioning in 2019-20.

Mr Biswal joined IL&FS Energy in 2008 in the Advisory Team and involved in development of 400 KV Indo-Nepal Transmission Line project and 400 KV Palatana – Bongaigaon Transmission Line project for evacuating power from 726 MW ONGC Tripura project to National grid.

He started his career in Tata Motors and thereafter worked with PricewaterhouseCoopers, AES Corps, Tractebel Engineering, Tata Power Delhi Distribution Limited in various capacities. He worked in the area of power sector reforms particularly in Distribution privatisation in the Country starting from Odisha and then in Delhi.

Mr Biswal holds an Electrical Engineering degree from National Institute of Technology, Rourkela and completed MBA from Faculty of Management studies, Delhi.

Mr Biswal joined ITPCL Board as a Nominee Directors w.e f 2nd January 2025.
